Why is dry ammonia gas neutral to litmus.

dry ammonia will not change the colour of litmus bcoz colour of litmus is changed by the hydroxide ions. only in aqueous soln a base dissociates to give ions bcos water acts as a medium. dry ammonia gas donot dissociate ions.
