The reason why it’s the “blue planet” is because the oceans appear blue. The actual reason why they appear blue is not because pure water has a colour, it’s because light entering a medium like water or air undergoes something called “Raleigh Scattering”. It’s the elastic scattering of electromagnetic radiation, and especially of light, by particles much smaller than the wavelength of the radiation. The propensity is for shorter wavelength (blue-end) light to be scattered more than longer wavelength (red-end) so water (and the sky) appear blue.
