Fluorine has atomic number 9 therefore it's electronic configuration is

2 , 7

Fluorine atom has just 2 shells that means a lesser atomic number which makes this atom capable enough to combine or form covalent bond so as to complete it's octet. Hence this atom has a strong affinity.

•And Stronger strength of nucleus to pull electrons,

Therefore Fluorine is a highly reactive element.
