Before answering , i'ld like to say that it is actually the freezing point of water and not of ice that decreases. When NaCl is added to water, the salt particles gets into the space between the particles of water. We know that the addition of impurities lowers the freezing pt of a liquid .So the freezing pt of salt mixed with water decreases its freezing pt and becomes less than 0°C.
