A fuse is a small, thin conductor designed to melt and separate into two pieces for the purpose of breaking a circuit in the event of excessive current. A circuit breaker is a specially designed switch that automatically opens to interrupt circuit current in the event of an overcurrent condition.
Fuse is a small piece of metal wire which breaks under short circuit conditions.
It means when current exceeds the breaking capacity of fuse, it starts melting thus breaking the circuit. It is a cheapest form of power protection.

When a current of heavy rating, more than that of the current rating of the appliance, the fuse melts and breaks the circuit and the passage of any further current , preventing an electric shock when touched .
The fuse is always supposed to be connected in the live wire .
