why is H3PO3 act as a reducing agent and H3PO4 does not act as reducing agent

Actually, PO3 is called Phosphite and PO4 is called Phosphate. In nature Phosphate is very reactive but it's opposite is Phosphite. Therefore, we can conclude that the Phosphite can work as a reducing agent.
* please note that the I have not said that it's compound will not work. It will work with 'H'.*
