Dry Hcl gas does not contain any hydrogen ions in it, so it does not show acidic behaviour. Dry HCl gas does not change the colour of dry litmus paper as it has no hydrogen ions [H+(aq) ions] in it. ... Because Acid needs water to create its effect.

Due to lack of free ions As water is not present. Water is responsible for ionization of the polar covalent compound HCl but Dry HCl doesn't ionize and hence it doesn't show acidic behavior so litmus doesn't change it's colour.
