because water at 0.c have latent heat so ice at 0.c is more effective in cooling

Same temperature because of extra latent heat and therefore when used for cooling,Ice can absorb more heat than water at same temperature and have more effective cooling. Water will freeze at zero degree Celsius means liquid water converted into solid state. That is what we call ice.
