Why is ice at 273 k more effective in colling then water at the same temperature?

It is important to note that ice at 273 k means 100°C.So ice at 100°C will be both liquid and gas because 100°C is both melting point as well as boiling point of ice

Because at 0° C (273 K) particles of water have more energy comparing it to water at the same temperature.
