Explanation:

We know latent heat of freezing of water is 3.36×10^5 joule/kilogram (J/kg).That means 1 kg of ice at 273K contains 3.36×10^5 joule (J) less heat than 1 kg of water at same temperature. So ice absorbs more heat from a hot body and hence it is more effective in cooling.

Because at 0° C (273 K) particles of water have more energy comparing it to water at the same temperature.
