In holding together federation states are formed on the basis of different criteria such as language,culture etc and all the states have not equal power .
Every state don't have equal share in legislature
Some states have special prevelages such as Jammu and Kashmir.

eg: jammu& kashmir has its own contitution
some special provisions exist for states like assam
