It is because it was actually named harappa but as it was by tbe side of river Indus it is named so

The first excavation was conducted in Harappa in the present Pakistan.It was lead by Dayal Ram Sahni..Since the first evidence for the Indus valley civilization was obtained by Harappa,this civilization is also known as Harappan civilization.
