Every action results in an equal and opposite reaction.

so, when a huge volume of water is ejected at a high speed, the force is quite large.

and this force is resulting in an equal and opposite force, which is applied to the fireman holding it.

so, the fireman is being pushed back by a huge force, which makes it difficult for him to maneuver the hose, because the force is throwing him a bit off balance.

Answer :-

When large amount of water is ejected from a hose at a high velocity, according to Newton's Third Law of Motion, water pushes the hose in backward direction with the same force. Therefore, it is difficult for a fireman to hold a hose in which ejects large amount of water at a high velocity.
