Why is it difficult to balance the bike when at rest than in motion ?

It simply means that: Any rotating body when disturbed from it's initial rotating position would tend to restore​ it's initial position.

This is seen when the wheels of the bike rotate. When the bike bends left, the wheels tend to restore its initial position and the same when it turns right. Thus, it is easy to balance a moving vehicle thanks to the balancing forces from the wheels. These forces can also balance the slight shifts in your weight on either side of the vehicle.

When the bike is stationary, this force is absent. Now we would have to balance our weight by equally distributing our body and use the handle bar to counter and unbalancing force. This is impossible for a human being.

Honda has come up with a bike that can balance itself when while stationary​. It follows the same principle of counteracting the unbalancing ​forces with the help of handle bars. This is made possible with the help of computers.
