why is it eaiser to pull abucket of water from the well until it is inside the water but it is difficult when it is taken out of water ?

Because as you try removing the bucket from the well the water present in the well creates a buoyant force or for better understanding a push provided by any water in a variable amount which is proportional to the amount and density of water. This force is present only in the water and as you remove the bucket from well the helping force (buoyant force) is absent.
