It is very important for the Constitution to specify who make the rights so that the rules and regulations of the country like in safe hands. If it doesn't get specified clearly, anyone could make, change or delete any law according to his/her will.
The process of making a law is very clear, cautious and a bit long to ensure that a law is not made in a hurry and made cautiously.
