Hey dear
Here is ur answer
It is important to keep the mill sector and loomage lower than power loom and hand loom because for the following reasons :-
Employement: Powerloom and handloom are small to medium sized production units and provide good employement opportunity to local people. Whereas, mills are large units which requires less man power due to automation, thus, resulting in low employement growth.
Migration: While power and hand looms are rooted mainly in semi urban and rural areas, mills are endemic to cities. Therefore, power and handlooms helps in decelerating the migration.
Development: Continous and stable employement leads to better earnings, which bolster the economic condition of semi urban and rural people. Consquently, improving their living standard and the overall development.
Less pressure on agriculture: Around 70 percent of the rural population depends upon agriculture, which is in abysmal situation. In the presence of employment oppurtunities in other areas like textile, heavy dependency on agriculture can be reduced.
Income parity: Small units are run by lower or middle class people, while mills are owned by big business firms. Apparently, it helps in efficient distribution of income.

Answer:
It is important for our country to keep the mill sector loomage lower than the power loom and hand loom due to the following reasons:
- It provides more employment therefore increasing the income of the workers.
- It reduces the pressure on agriculture and reduces the disguised employment.
- Mill sector industries in general import the yarn as the machines would use only fine yarn. However, if we increase the hand loom and the power loom, it would support the farmers. This is also why Gandhi ji emphasized in the spinning of the khadhi and other coarse cotton to generate employment and boost the economy
