Why is it important for our country to keep the mill sector loomage lower than the powerloom and handloom?

It is because mill sector loomage provides much less employment than that of Power loom and handloom.Secondly,power looms and hand looms are more established in semi urbanised and rural ares, which prevents the migration of people from rural areas to fully developed areas,thus contributing the development of rural areas and semi-urbanised areas whereas mill sector loomage are only established in fully developed cities,thus giving no contribution in upliftment of backward areas.
