Why is it necessary for an elected parliament to make laws? Why can't they be made by learned lawyers and judges?

It is necessary for an elected parliament to make laws. And theselaws cannot be made by learned lawyers or judges. Because only theelected parliament has the right tomake laws. Because that's how theparliamentary form of government ismade.
