It is necessary to change the occupational structure of India because of the following reasons :
(a) 2/3rd of India’s labour force is engaged in primary activities such as agriculture, animal husbandry, fisheries, etc, which is characterised by disguised unemployment and underemployment.
(b) The level of primary productivity is low, due to small landholding and primitive methods.
(c) The productive level in secondary industrial sector is higher, leading to higher per capita income.
(d) Those in the industry constitute only 10% of the total working force.
(e) l/4th of our population is in the tertiary or service sector. It is a growing sector and offers employment opportunities.
