Why is it necessary to stop rain water?

It is essential to stop rainwater because by stopping rainwater that is flowing away and by allowing it to seep into the soil or reserving it , it will result in availability of water which can be used even after the rainy season.This method will result in more land cultivation and the water level will also rise.
