Because if you multiply negetive with negetive, the answer will always be positive, therefore you will always need a negetive and a positive integer to get a negetive number.
For example: the square of -2 will always be +4 not -4, squaring a number always involves the number being squared having the same sign conventions, hence negetive integers do not have square roots.
