why is it predicted that nearly 2 billion would live in absolute water scarcity

Rains are going to become still more erractic , unpredictable, scanty.All the dams have too much of silt, so much so that their storing capacity has got lowered to a dangerous extent.Industries have been using too much water without any check on them. Most of them are wasting it.Only Gujarat has made 3000 check dams in the 10 years, other states are wasting their time & resources.Higher temperatures has increased evaporation rates, which leads to less water.Central & state govts. are not concerned about Reverse Osmosis from sea water.
