Why is it wrong to say that atomic number is equal to its number of electron?

ANSWER:
Atomic number for an atom is fixed . It can't be changed .
But we know that number of electron can be changed for bonding or in reaction . So we cab't say that the atomic number is equal to it's number of electron .
We can say that the atomic number of an atom is equal to it's number of proton.
