He thought that he was the best packer but in reality he wasn't the best packer but he was a good packer as compared to George and Harris

Jerome was considered as the best packer because he was best packer from all three, Jerome, George and Harris. He knew how to put the things and pack. He has good skill of packing than both.
George and Harris made troubles.
After all, in reality, Jerome was not best packer as he forget about things and got confused.
