Why is light not considered as a matter

it would seem that photons would be matter whereas the waves wouldn't. it turns out that for both theories light isn't matter. A photon is not a matter because from matter such as electrons and neutrons which have masses.

light is made up of photon particles ans photon particles are massless and matter is that that have mass and volume thats why light is not considered as matter...!
