Because Lok Sabha is the lower house of parliamentis more powerful than the upper house i.e. ... Most importantly, the Lok Sabhacontrols the Council of Ministers. According to Article 75(3) of the Indian constitituion,the council of ministers are collectively responsible to the lok sabha and not to the rajya sabha.
