why is making antiviral medicine harder than making antibacterial medicine.

it is because bacteria does not depend upon the host and they have totally independent metabolism so antibacterial medicine only affect the bacteria not the host but in case of virus it mainly depends on the host and they does not have their own metabolism so antiviral medicine not only affect the virus but also the host
