More sound is heard in a classroom than in a library is because in a classroom a person is constantly speaking be it a student or a teacher.
In a classroom teacher teaches and the students hear the lectures and sometimes discuss over some topics, so constant sound is heard whereas in a library there are no individuals giving lectures or discuss hence less noisy than classroom and they maintain silence in a library.
