Muhammad Tughlaq is called the wisest fool because he took many such steps that we're really praiseworthy but we're taken at the wrong time by him.
# He transferred his capital from Delhi to Deogir and named it Daultabad. Though he made a road for the journey along with many guest houses, a lot of people while going to Deogir died because of rigorous walking and heat. This made him cancel the plan.
# He introduced copper coins due to shortage of silver which gave opportunity to many to make fake coins. Every house thus converted into a mint.
# He increased taxation in Doab region which was a very fertile land. But the decision came at the time when the region was suffering through a famine.
From the above we can conclude that his steps were good and pretty wise but were taken at wrong time thus weakening his power.
