We feel cold in Mussoorie because it is situated on a higher altitude than Agra . The higher the altitude the lesser the temperature .
The higher you go the cooler it gets because of every 1 km of ascent there is a drop of temperature of 6° celsius.
Mussoorie is a colder because it is further away from the equator and hence receives only indirect rays of sun which are less intense and hence colder.
Agra is closer to the equator and hence receive the more direct rays of the sun and hence is warmer.
