New Zealand has a low population density because, for most of its history, it was on the very fringes of the world. Its indigenous Maori settlers, ably equipped with the Polynesian technological kit, seem to have numberedperhaps a hundred thousand or so by the time of European contact around 1800. This isn't surprising for a population largely isolated from the rest of the world, given a few centuries to develop an uninhabited territory without benefits of trade or immigration. The initial contact with Europeans, meanwhile, coincided with a sharp population decrease, associated with the epidemic diseases, economic dislocations and military conflicts caused.
