Why is Nitric acid a strong oxidising agent?

nitric acid in any reaction it give out the electron.

then the reaction is reduction.

hence nitric acid is oxidising agent.

Nitric acid is a strong oxidising agent as the N atom is present in +5 oxidation state. It cant further oxidise itself but can undergo reduction and therefore oxidise the other reagent.
