because already it has rhizobium bacteria for converting atmospheric nitrogen to nitrate

Answer:

The rhizobium bacteria present in leguminous plants atmospheric nitrogen into  soluble nitrogenous compounds. Hence soil in which legumes are grown becomes rich  in nitrogen and does not require nitrogenous fertilizers.
