Sometimes normal reaction force is called reaction force because the body exerts a force downwards equal to its weight, on the surface exerts an equal and opposite force on the body normal reaction force.
E. g. When you hold a block in your palm, the block exerts a reaction force upwards on a block normal to palm to keep block in position.
