Why is one party politicle system not considerd as a good democratic system

in one party political system only the face of Representatives changes but the agenda and the thoughts remains the same it's just like monarchy system i.e only the representative is changing but the theme remains the same where as in many party political system we have options and the parties have different agenda and this led to strong democracy
