Why is Pakistan under General Musharaf not considered as democracy

He was a military general at his time when pm navaj sharif was ruling. He took over the power and established a military rule and ruled . He was not honestly exercising his powers . Therefore pakistan under him cannnot be said a democraric country.

Pakistan under general musharaf not considered as democracy is called because during general musharaf rule the legally elected representatives of the people could not take the final decision and so we're not really the rulers. The power of taking the final decision rested with the Army headed by musharaf and none of these was elected by the people.hence,Pakistan under general musharaf is not called as democracy.
