Income of citizen's in a country is considered as a good parameter for comparing development of a country with other countries.If in a country people have mire income,it means more access to things that human beings need to fulfill their basic requirements.Only if the people have a greater income they can be able to buy whatever they wish to have.
However,for comparision between countries of how better are they when compared to each other how developed they are then the total income of all the citizens cannot be taken into consideration because the countries may differ in population.So per capita income is taken as a parameter for measuring development. Per capita income of a country is nothing but the average income of a person in that country.
