Here is your answer,
Plasma membrane is called selectively permeable membrane because the plasma membrane is responsible for exchange kf various material from outside to inside, or from inside to outside of the cell. Since it allows only selected material to pass through it that is why it's called selectively permeable membrane.

Substance like water move in and out through by the process of osmosis while gases like CO2 moves in MD out by process called Diffusion.

The plasma membrane allows or permits the entry and exit of some materials in and out of the cell.It also prevents movement of some other materials. The cell membrane, therefore,is called a selectively permeable membrane.
Substances like co2 and water can move across the plasma membrane bya process called diffusion.
