why is poverty line fixed at lower value in rural areas and higher values in urban areas???

the difference in the poverty line rural and urban areas is mainly due to job opportunities available in the place. since the job opportunity in urban is comparitively higher than rural areas so the conditions in urban area is supposed to better when compared to rural areas which then results in the difference in the poverty line.
