Why is proteome of a given cell dynamic?

Proteome have carbohydrate groups added to them or they have phosphorylated or acetylated or methylated. Most of our cells contain the same genome regardless of the cell type, developmental stage or environmental conditions. So, It has to be dynamic as well as complex.
