Grievance redressal is listening your problem and facilitating way to reduce it or mitigate it completely.

Now when question comes in democracy which is a phenomenon where people choose their representative to work for them by voting behavior and the leader if will not listen to them and not work or will not give effect to their problems/grievances then why people choose him?

Grievance redressal mechanism thus become imperative for the government or they have to face the consequences in next election.

There are three general, main types of party systems, single or dominant party systems, two-party systems, or multi-party systems. Single party systems tend to be indicative of authoritarian regimes since the dominance of a single party means the repression of all other political opposition.
