why is rice a commercial crop of Punjab and haryana but in Orissa it is a subsistence crop.

As Punjab and Haryana lie in the Indo-Gangetic region, alluvial soil is found in a great extent. Alluvial soil is one of the best and fertile soils to grow rice. this state also receives right amount of rainfall and temperature conditions for it's growth. therefore due to favorable climatic conditions rice is grown in abundance such that it can be a commercial crop.
In Odisha, the soil is mostly loamy or sandy and rice cannot be grown on a large extent, and is only a subsistence crop.
