Salt solution is considered to be a mixture because it can be mixed with water and it is a mixture of water + salt.

Heya friend !!  Here is your answer !!  Salt is a pure substance because it is the pure form which is obtained from the earth.  But the salt solution is the mixture because if we mix it with any solvent for example water then it becomes a mixture of salt and water.  #Ria  Thank you !!
