Because fish is readily available and usually the main industry in small towns on the coast. If these people are already fishing for their livelihood, then it makes sense they would eat some of what they catch. Same reason a farmer usually eats what's on his farm supplemented by what they find at the farmers market or just general food market in rural areas.
