When water evaporates from the surface of the soil it leaves all the dissolved minerals on the soils surface. The hotter it is the more water evaporates the more minerals left behind.
If the water table is high enough and salty enough once it left bare to the sun it is very hard to establish plant cover again without spreading flakes of hay to shade the soil and give the water a place to wick up and evaporate from leaving the salt on the hay and not on the top of the soil to kill seedlings trying come up to stand
