The sulfate ions are unreactive in water (observed when sulfuric acid ionises in water and ionises almost completely leaving sulfate ions dissolved in water). The copper ions do react with water (observed when copper hydroxide is dissolved in water and very little dissociates). This reaction results in a surplus of hydrogen (or hydronium) ions i.e. creating an acidic solution. Finally, acid solutions turn blue litmus paper red.
