To understand this, you have to go back a little - In the Political History of 1980s (MGR’s time)

Though, people (me included) always criticize MGR for being too soft on reforms/controversies.

1. ADMK government (read MGR) took a major decision to exclude “Creamy Layer” from reservation

benefits.

a.Though, almost every opposition party (including DMK) protested the decision, MGR strongly felt

exclusion of “Creamy Layer” is a necessary thing for the upliftment of poor.

b.DMK campaigned this as conspiracy against Backward Castes.

2. MGR (& ADMK) lost the next elections - 1980 parliamentary elections very badly

a.Though the difference of voter share is very minor, but the end result was a huge blow for MGR.

3. MGR now had to go for State elections

a.As DMK thought they would be able to win the state elections - considering the huge win they

had in Parliamentary elections.

b.Congress dissolved the assembly.Increased the BC reservation to close to 50%

i. Which increased the total reservation to 68%

5. MGR won the state elections comfortably with a huge margin

a.No one dared after that to change/reduce the reservations.

b. if MGR couldn’t, who else would dare to?

6. Now, what could DMK do

a.They have added more castes to BC

i. Of course, not after the protests.

ii. Split BC to BC & MBC

b.Now, almost every caste in TN is at least BC

i. Now, I believe there would be only a handful which are not named backward.

a.Supreme Court has put a judgement that reservations shouldn’t cross 50%

b.Supreme court hasn’t mentioned anything about the states that already has more than 50%

reservation

i. No one had courage to suggest a change to it.

c.So, the reservations continued to be little over 69% in Tamil Nadu.
