bcoz As no clicks meant you had not dialed yet it was decided that zero would be represented by ten clicks and to generate this with the dial mechanism it required the zero to be after the nine.

because when typing in numbers with zero it is usually a number that is 10 or higher. You are not going to type 01 but you would type 10
