The bulb of thermometer is kept above the surface of water while determining the boiling point of water because if the thermometer bulb is dispense into the water then the thermometer will measure the temperature of water not the temperature of water at the boiling state. The thermometer bulb at the surface of water measure the temperature of water vapors hence, gives the value of the boiling point of water.
